You know, it just occurred to me that Paypal automatically redirects me to the Canadian site, so it’s possible different rules apply to Americans. I only know that there’s no such requirement stated on our end.

Stanley, With the new PayPal seller protection program, there are some changes. Int’l priority is acceptable if the buyer claims they did not order the item (fraudulent takeover of account, for example). For an item that is INR (item not received), express mail is still required. Note, however, that international priority mail comes with automatic insurance (indemnity insurance) based on the weight of the package so that a postal claim can be made if the buyer states the package was ordered not delivered.

Actually, if the item in question is under $250 USD, Paypal seller protection will cover you if you use (in their words) “USPS: Priority Mail with the Customs Declaration form”.
