Former CEO Paypal Germany requires copies of Credit Cards and IDs from Buyers of his eBay Auctions

It is being reported in a published German newspaper, called the Freedom of Discussion, that the former CEO of Paypal Germany, Frerk-Malte Feller (currently the Managing Director of eBay Germany) is selling on eBay as an individual.  Although Frerk-Malte accepts Paypal as a payment option, he requires copies of the buyers’ passport / ID as well as a scan of the credit card that is being used to fund the Paypal payment.  The former CEO of Paypal obviously knows how to discourage payment by Paypal since I’m guessing not too many people would give copies of both their identification AND credit card to an eBay seller.  Isn’t the point of using Paypal so that you do NOT have to give the seller credit information directly?  But then again, perhaps Frerk-Malte doesn’t have confidence that Paypal will have his back in the case of a chargeback.  That is certainly food for thought.

The seller’s payment terms are listed in the auction description as follows:

PAYMENT: Per PayPal or Wire Transfer.  Payments through PayPal are very welcome.  Two conditions apply:

1. The tickets can only be shipped to addresses that are registered within your PayPal account, and are being referred to my by PayPal.  No exceptions.  If you need the tickets to be shipped to a different address, you must pay with wire transfer (IBAN/BIC available).   

2.  If you pay with PayPal, I need copies of your passport/ID as well as from your credit card that you are using within PayPal (both sides).  Please provide these documents as electronic scans immediately after the end of the auction. The tickets will only be shipped after you have provided these documents.

These additional terms are important, as PayPal will only protect sellers from unjustified chargebacks in accordance with the above.  You as a buyer remain fully protected through PayPal’s Buyer Protection Policy.  So both sides are well protected.  🙂

SO now I understand what I must require in order to be safe with Paypirate.
If their own ex CEO doesn’t trust them what kind of trust will this instill in websites/auctions and more?
