ALL eBay Sellers are REQUIRED to accept PayPal if items are offered to Australia or U.K.

One June 13, 2008 I posted information about the new PayPal amendments coming in July


One of those PayPal amendments required eBay users to accept PayPal for international transactions beginning July 9th. 

On June 13th I called eBay Powerseller support and the Powerseller rep did not know about the new Paypal requirement.  I was transferred to eBay Trust & Safety who also knew nothing of the new policy.  Everyone read the PayPal policy while I was on the phone and they reiterated that no such policy was in place on eBay and that this was a PayPal policy.  I asked the direct question “So, if a seller does not have a PayPal account they are not held to the Paypal terms and thus would not be required to accept Paypal payments after July 9th.  Is that correct?”  I was told that was correct.

I also asked if eBay planned to announce this new policy that DOES impact Paypal users or was the announcement only going to be on the PayPal website.  I was assured that if eBay planned on implementing this policy (no plans yet, they said) that eBay certainly would make the announcement in plenty of time before July 9th.  Now, given that I have first-hand experience in eBay implenting policies before they are announced (my digitally delivered items were removed and a policy violation notice issued to me 3 hours BEFORE the policy was even announced and 8 days before the policy went into effect) I really had no faith that eBay would announce any kind of a policy change regarding PayPal requirements for international shipments.

Today, I learned that eBay is in fact planning on implementing a Paypal Requirement for international shipments to two countries.  I was informed of eBay’s new policy implementation by eBay seller ilcompbuyer4

I was able to “recreate” what Jerry told me about earlier today.  I attempted to create an auction for which I did not accept paypal and then in the international section I chose flat rate shipping cost.  It didn’t matter what country or countries I chose, I received the same message:

You must accept paypal to ship to: Australia, United Kingdom



Of course, I have spent several hours on the phone with Powerseller support and they have no idea what this requirement is all about.  Now, while it is possible that this message has some relation to the new PayPal policy set for July 9th implementation, I think it is more likely eBay’s response to sellers who might possibly “game” the system (a Griff term).  All sellers in U.K. and Paypal are required to offer Paypal.  Until this unannounced policy was implemented, an eBay seller from one of those countries could theoretically list on and offer his/her items to Australian buyers or U.K. buyers and NOT be required to accept Paypal.  So, eBay is likely going to require every seller (no matter what country or what eBay site) to accept Paypal if they want to ship to Australia and United Kingdom.  I’m sure more countries will be added to the list later or possibly eBay will make it a requirement for every seller in every country to accept PayPal if they want to ship internationally.

Now I don’t even have to comment on this policy of requiring sellers to accept Paypal to ship to Australia and U.K.  My bigger and more immediate concern is this — exactly WHEN was eBay going to tell us about this requirement?  No policy announcement and nobody at Powerseller support or Trust & Safety who is aware of this new policy.  I continue to state over and over and over again that eBay expects sellers to follow the rules without telling us what the rules are.  eBay executives, just yesterday at eBay Live, tell us that they want to show us by their actions that they care about us.  Would anyone at eBay care to explain how this new unannounced policy requirement constitutes respectful treatment of the eBay sellers?  I guess there is really no need for a verbal explanation from eBay.  eBay’s actions do speak louder than their words.

How do you call powerseller rep? is that available to bronze or silver level PS?

Do you ever get a knowledgable, straight answer from phone rep? I never do using email.

Out beside your seller ID is the Powerseller Icon. Click on the Powerseller Icon and then you will be prompted for your password. You are then entering the “Powerseller Portal”. After logging in, you will be given the phone number you are supposed to call in order to speak to a Powerseller rep. There are different phone numbers for different Powerseller Levels.

Bronze tier PowerSellers get phone support if they meet the annual requirement:a minimum of $12,000 or 1,200 items for the prior twelve months. All other Powerseller Levels automatically get toll-free telelphone support.
